It seems there is a spot in the Antartica where the sky is exceptionally clear due to the a gap in the weather system. If an observatory is built there, it is theoretically possible that it could beat the Hubble Telescope in both power and costs.

North Korea has one of the highest literacy rate in the world at 99%!! In fact, it's been growing steadily since independence, albeit at a much slower rate than South Korea! Pictures below to show how slow we're talking about.
